Stanton is getting on, but if it were up to me I'd give him an honorary Oscar before it is too late. I don't think they give those to make up for single oversights, like best actor in this case. And he's had a great and long career. But I'd give him one for both if I could, his career and his performance here.
Stanton here was simply perfect. Hard to imagine anybody doing better in what is a fantastic role as written and directed. It might have been interesting to see Sam Shepard in it, but apparently he wanted Stanton, so I defer to him.

Agreed. And Best Music, Original Score as well.
I think that Harry Dean Stanton had one of the greatest lead performances ever I'd even give it the slight edge over F. Murray Abraham's in Amadeus, but I also think the exact same things for Albert Finney's role in Under the Volcano, so I'm not really sure about who
I'd give
the Oscar to; Harry Dean not even being nominated is totally shameful though.

I would have nominated it for:
Best Picture
Best Director
Best Adapted Screenplay
Best Actor
Best Supporting Actress
Best Cinematography
Strength and Wisdom are not Opposing Values

How could it have been nominated for "Best Foreign Language Film"?

Nominated, yes. It didn't even get a nomination for "Best Foreign Language Film." At least it got the Palme d'Or at Cannes.
It should have been nominated for Best Actor (Stanton), Best Film Editing, Best Score, Best Director.
The dust has come to stay. You may stay or pass on through or whatever.
