why does scotty say that , the Klingons and romulans constantly break barriers , also in star trek II they didn't expect combat but had to do it

It hadn't been repaired from its damage it received in Wrath of Kahn and also they didn't even have a crew, they had how many.5 people or so? The ship was far below 100% and at a disadvantage for a battle.

He says it because he meant it. They don't have the manpower to operate a starship fully. It was meant to be a quick trip to the Genesis Planet to get Spock's body, plain and simple. Even had they suspected an encounter with enemies, there wasn't much else they could do to prepare.

I am not a fan. I just happen to enjoy movies. Fans are embarrassing.
