<p dir="auto">It hadn't been repaired from its damage it received in Wrath of Kahn and also they didn't even have a crew, they had how many.5 people or so? The ship was far below 100% and at a disadvantage for a battle.<br />

<p dir="auto">He says it because he meant it.  They don't have the manpower to operate a starship fully.  It was meant to be a quick trip to the Genesis Planet to get Spock's body, plain and simple.  Even had they suspected an encounter with enemies, there wasn't much else they could do to prepare.</p>
