if there are more firefights than murder scenes in film, then it is actions and not horror.
terminator is action and sci-fi film. james cameron has never been horror film maker. he make wuss film from titanic on, but never make horror. he is action and sci fi connasur.

it is horror/suspense up until tech noir scene
then from when reese rescues sarah at tech noir, them until end, it is 100 percents action film. and do not try to argue this haha, all i remember is car chase and guns shooting from tech noir scene until end.
terminator = action movie with horror/thriller elements. but still action.
