I agree with you. The 3rd story reminded me more of something I would have seen on Goosebumps or Are you Afraid of the Dark (both 90s horror anthology television shows for young teens).

Since he mentions the actress by name, I think he meant shame she didn't act in more movies and not that her character didn't have enough to do in the film.
