How is that going to be helpful against the hordes when they are marching towards him and attacking?
Where can he go from there with those experiments?

Nowhere. He was clearly nutso. As much as we were supposed to dislike Rhodes, he had a point about the zombies i.e., "blowing the piss out of them" seemed like the only viable option.
