Yeah that makes sense.

Either cut footage (most likely not) or off-set photo, waiting to do an interview in Freddy makeup or a break between takes. Notice how the guy in the backround is so puzzled and concerned, like "Who the heck is that burned guy with the hat!?"

I think it's Robert in makeup waiting outside before an interview, or after one.
There's another picture that goes with it, of him chatting to a young child outside in a city, near some hotel, and there are two women nearby on a bench watching.
Also, there's a shot of him high fiving some kids in a school bus in a different shot, so maybe he visited a school to entertain the kids?

On-set candid? I don't remember Freddie being at school though.
