The leader tells Cobra that Cobra won't shoot him cause Cobra has to take him in and respect the law. But as the leader tells him this, he is holding a shotgun in one hand, and a knife in the other. Yet Cobra won't shoot him. Why is he not okay with shooting a guy who is armed with a knife and a gun, yet a few minutes ago, he was perfectly fine was setting an unarmed bad guy on fire, and burning him to death.
His morals just seem inconsistent.
