Is that true? I had never heard that, but have no trouble believing it. He was the villain in the first Dirty Harry and Hellraiser movies, and is a pretty good bad guy. But all he amounted to was an officious douchebag. He definitely isn't as menacing as Brian Thomson.

When I first saw the movie I thought he was involve with the gang, but he was just doing very little to poor police work.

A homicide detective most likely, he seemed to have an active part in investigating the Night Slasher murders. As for his ineptness You know how it goes in fiction, the other cops need to look stupid for the main character to look smart.
