<p dir="auto">Romulans and Federation? Yes the Cardassians were more advanced than the major 3 (anyone who says otherwise is an idiot, and I'm talking, yes, pre-Dominion).<br />
I don't mean so much because of their weaponry. But more as a society. They don't value science at all. They believe in very tribal views.<br />
Klingons are not nationalistic. They often fight with each other.<br />
The Federation doesn't seem really afraid of them either.<br />
And I don't know where morons say the Cardassians didn't believe in science. The military and interrogation headquarters of Cardassian Prime looked up to date. Compared to the Klingon High Council headquarters which looked medieval in design.<br />
But I feel like without the imperial drive, they'd be just like the Kazon. Their empire seems to always decay very fast.</p>
