I didn't understand what was their occasional talking all about. For example two dialogues.
When Axel and Rosewood arrived at the Playboy Mansion why did Taggert and Rosewood have this dialogue.
Rosewood: "Hey Sarge, you old blood hound.
Taggert: "Billy isn't this uh?"
Rosewood: "Yeah!"
Taggert: "No!"
And when Axel scams Sidney Bernstein to use his computer, why Rosewood says to Taggert this.
Rosewood: "I can't belive this."
Taggert: "I don't wanna heart about it Billy"
I can't understand what was trying to be said with those dialogues.

Billy has loosened up since the first movie and in the second movie, Taggart starts to loosen up a little.
They find themselves becoming more and more the accomplices of Foley's, during instances when his unorthodox investigative techniques come to the fore. Billy is becoming more and more influenced by Axel and Taggert can see that it is getting results.

Well, in the first dialogue, Taggert says "No" because he didn't want to believe that they were right next to the Playboy Mansion. I guess in the 80's it was hard to actually get near the Mansion itself
As for the 2nd dialogue, I don't know
