I've not seen the Kingsman film, but it sounds like they were aping the end of some of the Bond films: Bond, after a successfully completed mission, is alone with the girl - on a boat or somewhere where they think that they're alone - and they start getting busy only to find out that they're under surveilience by M or Q (and maybe someone important was on hand, like the Queen, who'd see Bond fooling around)

Homer's character was a spoof of Ernst Blofeld from James Bond. The part where they mention that Bart's father was an assassin with special powers was from Wanted. It's a parody of spy movies in general, but the part where Moe beats up teenagers was from Kingsman.
