<p dir="auto">It is a heavily made up Charles Fleischer, who is a well known voice actor. He portrayed Roger Rabbit in Who Framed Roger Rabbit along with several other characters from that movie.<br />
The character he plays in BTTF 2 is "Terry." Terry also shows up in 1955 as an auto body repair guy who delivers Biff's convertible to him and says "That will be $300."</p>
