That's not really true, at least the end it isn't. You're going off the movie, so fair enough, but even in the movie we see hints of him victimizing and almost killing people even before the Lufthanza aftermath, and him strangling Morrie didn't seem to be just a threat. He wanted to kill him. And it took Henry to stop him. And he got Morrie by trapping him. It wasn't like he say, "Hey asshole," and made his threat clear.
The real Jimmy Burke was closer to that. He wouldn't warn you. He would trap you. And had the evil creepy 60s milkman thing about him.
With Tommy, even if he didn't warn you, if you got him mad, he got verbally violent, yelled and got nasty and you saw it coming. The "you're funny" scene did not seem like he wasn't directly threatening Henry.
