If the "negative ratio" is 1.37:1, as the Technical Specifications page here reports, why then are the VHS and laserdisc releases clearly pan-and-scan and not open matte?

The intended ratio is almost certainly 1:85:1 - the film may have been shot open-matte, but that's not how it's supposed to be seen.
