Everything about her in this movie was creepy. Her voice, eyes and expressions. I did end up liking her in other movies though.

It's called good acting. She was nominated for an Oscar and a Golden Globe for this. I thought she played the "shy, fidgety teenage girl" very well.

I'm not saying she was or wasn't high but you've obviously have never talked to someone high on meth becore. This performance would is subdued in comparison. She could've been high on god knows what but meth.. It was not I can assure you that.

Yeah her performance was.. Perplexing to say the least. Definitely one of the main down points of the movie

Well, if she had consistenly shown up on the set 'high', then surely Scorsese would have taken note of that, and tried to talk some sense into her. The main argument against your theory is that drug addicts tend to make real messes of their lives - think 'downward spiral'. Juliette never had the dramatic weight loss or stays in rehab that would suggest 'drug addiction'.
