I think it's just for comedic purposes. It was such a random thing to say even Guy of Gisborne is confused as to the eccentricity. Then the Sheriff says 'because it's dull you twit, it'll hurt more'.

So, beheading indeed was "merciful" comparing to other types of punishment.

I thought he meant no more beheadings in general which up to this point was a merciful way to be executed. From now on people were going to be slow hung, beaten or tortured to death.

I like at the end of Anne of A Thousand Days, some merciful soul gets Anne's (Gen' Bujold) attention so as she is not straining and concentrating on the executioner. She turns her head, giving the X a chance to land a proper blow. She was the Queen of England, after all.
I'm not a woman much less Deanna Durbin, but the old-time glam-shot appeals to me.

Completely owned the movie, in my opinion. I don't think it would be worth watching if he hadn't been in it.

They kept wanting to sign him for the part, he played hard to get until they offered to let him play the role as he saw fit. He's clearly improvising lots of the lines and the result is a truly memorable Sheriff.
