Great lines and delivered so brilliantly. I agree, such a tragic loss to cinema.
Whole film is full of brilliant quotes from Rickman, sadly missed
"No, he's useless. He's absolutely useless. He's as useless as a marzipan dildo."

I think it's just for comedic purposes. It was such a random thing to say even Guy of Gisborne is confused as to the eccentricity. Then the Sheriff says 'because it's dull you twit, it'll hurt more'.

From wikipedia: "in England it was considered the privilege of noblemen to be beheaded. This would be distinguished from a dishonourable death on the gallows or through burning at the stake. In medieval England, the punishment for high treason was to be hanged, drawn and quartered but in the case of nobles and knights it was often commuted to beheading; female commoner traitors were burned at the stake." So, beheading indeed was "merciful" comparing to other types of punishment.

I thought he meant no more beheadings in general which up to this point was a merciful way to be executed. From now on people were going to be slow hung, beaten or tortured to death.

I like at the end of Anne of A Thousand Days, some merciful soul gets Anne's (Gen' Bujold) attention so as she is not straining and concentrating on the executioner. She turns her head, giving the X a chance to land a proper blow. She was the Queen of England, after all.
I'm not a woman much less Deanna Durbin, but the old-time glam-shot appeals to me.

or done with a spoon

"no more merciful beheadings", as in (most likely) all the beheadings will now be done with dull blades that won't penetrate all the way through the victim's neck in one blow, plus the headsman might not swing his sword hard enough to lob off the victim's head in one blow, all of this making the beheading a slow, torturous death instead of a quick one.

They kept wanting to sign him for the part, he played hard to get until they offered to let him play the role as he saw fit. He's clearly improvising lots of the lines and the result is a truly memorable Sheriff.
