When Starling and Chilton meet the second time and Chilton gets angry at her for seeing Lector without sharing info with him, and Chilton says to her: "I'm not just some turnkey."
In the book, the rest of the sentence is: "I had a ticket to Holiday on Ice".
And there's a beautiful description of how in that instant, Starling realizes that Chilton has no woman, no friends, and visualizes his empty, lonely life.
And she stares at him, and in her eyes, she communicates all of this to him, and throws in how young and desirable she is.
And Chilton is totally crushed, and silently proceeds to give her the access to Lector.

I haven't read the book. Lecter did exclaim that Chilton just loves his petty torments. This would be a symptom of his own pathetic, petty personal life.
Norman! What did you put in my tea?

Chilton did indeed have only his ego going for him. That he could be seen through as such made him easy to defeat.
