I think bare breasts seen in the shower or getting dressed merit a PG-13 rating. I think if the breasts are shown as part of a sex scene that merits an R rating.
But weren't they having sex in the shower?

I don't know, but thinking of the BBFC again and strange 12 certificates, I watched The Conversazione again and remembered how there is essentially a naked lady in it, where you can clearly see her breasts and more or less make out some finer details below. I guess because it is n shadow they accepted it, but I find it interesting regardless. That film definitely deserves a 15, I think. Eh.

I find the BBFC's classification of the fklm even more interesting than the MPAA's.
I know there are apparently boobs in the extended cut of terminator 4 on DVD, which I think is also a 12, and as far as I was aware that was the first time the BBFC passed them for a 12, and I think even then it is in the rain and from a distance.
Back to Captain Ron: it's not just the boobs either. There are loads of dirty jokes throughout, and Captain Ron seems almost like a paedophile for the first ten or so minutes he is in the film as he is talking to the daughter. Loads of really unsubtle sex references throughout and plenty of shts as well as the fuk. And holy crap, the camcorder scene! Amazing.
Kurt Russell forever.

Seeing as T&A are shown to elementary school children in film classes with no parental permission (give a look at the Romeo & Juliet board), I would say it doesn't make any difference, apparently. A lot depends on what's going on with those body parts.

The MPAA has no actual rules and their rating depends on who's making it & who's in it. For instance "Hannibal" can get away with a lot more violence then some indie film with a no-name cast that has way less. Anyone that's ever dealt with the MPAA will say the samething and this is brought up on just about every other director's commentary on DVDs. One F-bomb is not the rule and loads of movies have more then one, and I don't mean PG-13 films from the mid-80's. "As Good As It Gets" is PG-13 and has a total of 4 F-bombs in it. That's what happens when Hollywood powerhouses like James L. Brooks and Jack Nicholson are on board (and this is on top of brief/partial nudity & just about every word out of Melvin's mouth). Take away the big names and the movie would likely have been cut just to get an R-rating, let alone a PG-13. Again, it may sound like my opinion, but it's all been gathered from 100's of hours of listening to director's talking about the MPAA and that's exactly the way they put it. Then again if Nicholson wanted to, he could likely make a PG rated snuff film, he DOES have that much power in that city.

You can say the 'F' word ONLY ONCE in a movie and it will be rated PG-13 (see 'Walk The Line' or 'Mr. & Mrs. Smith'), and also brief nudity is warrented as PG-13.

Because the moral makeup of movies has been degraded since the good clean movies of the 50's and 60's. It seems like its not a good movie anymore if they don't put some sort of brief nudity or just plan nudity. It really ruins the films sometimes.

they didn't mark the film for an r rating because:
it is not wrong to show people where infants recieve milk to live. There is absolutely nothing wrong with that. human nature. personaly, I have no clue why/when in time it became wrong for others to see a woman's chest. think about it, seriously, what's wrong with seeing the very thing that keeps an infant alive? lol, whatever.
I'm glad they kept it in the film, because it makes the scene more tense and funny, you know, when captain ron storms in, lol.
