The festival is called the 'San Sebastian Street Festival". It is held on the third weekend of January. The 2013 San Sebastian Festival will be Thursday, January 17 to Sunday, January 20.

I'm going to take a guess that the cast and crew stayed at the El Convento Hotel, 100 Calle del Cristo in San Juan. It's high class and is right near where they filmed.

the pink building with the fancy woodwork, behind the running Caroline, is the "Edificio de la Aduana", which is a US Customs headquarters. It's in Old San Juan, 1 Cil la Puntilla.

In the same area is tourist office that Caroline ran into, which was pink. It is actually the San Juan Centro de Informacion Touristica, and is now yellow.
