It seems a waste - one person per room? Aren't there two to a room? Weren't Dawson and Downey roommates? So what did Willie's roommate have to say about all this?
Or did Willie's roommate request a "transfer" so as to no longer be Willie's roommate any more, once everyone saw he was such a screw up?
I want the doctor to take your picture so I can look at you from inside as well.

Yeah, I wish they had included a 5-second throwaway line to explain this, but they have to cut movies down somewhere, so this probably did not survive the cut.

Besides the possibility of mere dramatic licence I would think that was the reason.
