If you are talking about what Hale did, basically Sam was saying that he knows he's a rich bully of a developer who plays the 'nice guy' in public, but would stoop low enough to use thugs & criminals to intimidate the people of the town to serve his wishes-even potentially resorting to murder, if it came to it-to meet his own needs.
