I haven't seen the movie yet but I love the actor Anthony Starke. What kind of character does he play? Who is Billy? Is he a bad guy? Thanks for any replies!!

I guess you can say he's a bad guy, he's the reason why Van Damme is in prison, the beginning of the movie has Billy helping Van Damme escape from a prison bus, he swerves his car in front of the bus and the bus crashes. He helps get Van Damme out and as they're driving away a cop shoots at them (really cool scene) and Billy gets shot, he says something like do you forgive me (memory aint so good right now) and dies.
