I can't remember seeing either of them drunk before.
Monica was drunk when they threw her a surprise 30th birthday party..
Chandler was drunk when he kissed Joeys sister..
Ross and Rachel were drunk in Vegas..
Can't seem to recall any moments with Joey or Phoebe being drunk though.

Joey has quite a few beers on the boat, when Rachel is teaching him to sail, but that is the closest to him being drunk, that I remember. Rachel makes a comment about him being hit in the head with something on the boat, because he wasn't paying attention, and he says that it would have hurt less if he'd had that last beer.

Actually it was when he was with Rachel that happened. I never minded their relationship so much only Joey's IQ seemed to rise to a stable state temporarily.

Well Phoebe was loopy after being shot with a tranquiler.
But, Phoebe did get drunk in Vegas. After Ross and Rachel get married. Ross says there's no way they'd be allowed to get married if they were that drunk. Joey says drunk marriages happen frequently in Vegas. Phoebe then laughs as says she's drunk. Then she makes fun of Ross' divorces, and signs moaning that she's "So drunk."
And during Monica's birthday. She doesn't want anyone to know she's drunk. So Phoebe says she'll get twice as drunk then nobody will notice Monica. So we see her holding to glasses of wine and shouting "Woo Whoo" then shouting for Monica to make a speech, and she says the plan is working because everyone is looking at her.
Joey I am drawing a blank on. There are mentions of him getting drunk. But I don't think we ever actually see it.

If you're gonna pretend to cut her hair, at least put some scissors in your hand!
