Just read an interview with Bronson Pinchot, who played Serge. In it, he said that Eddie Murphy was so depressed during filming of this movie due to the downfall of his career at this point, that he was too low-energy to film scenes, and that director John Landis told him to go and rest.
As a result, whenever there's a shot of Bronson Pinchot talking, he's actually talking to John Landis, who stood in for Eddie, so there would be someone for him to speak to and it wouldn't ruin the flow of his acting, but he wasn't talking to Eddie. He said this happens a lot in films.
Thought that was kind of interesting.

The scandal occurred in 1997, just as Eddie was becoming popular again. In regards to this film, I think a better plot would have been a reversal of roles - in other words, make Billy Rosewood the main character instead of Axel Foley, and have him (Billy) come to Detroit, Michigan - a complete reversal of the first film.

If he was depressed it shows. He was just going through the motions. The script for part 2 was no better or worse, but his energy and the dynamic of the three cops carried it through. This was just flat. Horrible setting. A theme park full of kids just wasn't gritty enough. The whole thing felt tacked on just like Rosewood's presence. He was only there so someone would reprise their role. Axel didt even feel like the same character. Where was the criminal sensibility and street smarts? And as other people have said, it just wasn't funny.
His career was in a skid for a couple years and he had that scandal with the tranny hooker right around that point. Distinguished Gentleman was a minor flop, and then he followed this with Vampire in Brooklyn which tanked, but the year after he had Nutty Professor which was huge. He wasn't depressed when he did that one. Anyone remember when the scandal went down?

Well, Murphy's career wasn't exactly going in the right direction at this point. Can you blame him for being depressed?
