Agree with you Candyfan. The fact that Alan Alda also had a "War Room" and most of his time is spent there drstrangeloved the film even more. In some ways Wag the Dog and Soth Park also came to my mind.
Anyway, good movie and beautiful shots of the Niagara Falls at the beginning.

Not a direct rip-off, but I tend to think Canadian Bacon was inspired by Dr. Strangelove to some degree
Both movies include:
~A mad warmonger that launches a nuclear attack against Russia without any authorization in an effort to start a war.
~A plot focusing on the US President surrounded by dim-witted advisors.
~A gung-ho general encouraging military solution to the problem (General Turgidson & General Panzer)
~The president and his advisors try to stop a rogue group of Americans in a foreign country (Bud Boomer & company vs. Major Kong's bomber)
~A third focus on the madman who starts the war (Hacker vs. General Ripper) who uses an unwitting subordinate who later realizes his mistake and tries to undo his wrong (Mr. Smiley vs. Colonel Mandrake)
~The president meeting with a Russian diplomat.
~The president furiously negotiating with a foreign leader in the face of nuclear annihilation (Premier Kissof vs. Prime Minister of Canada)
~And, of course, the movie's central plot focuses on nuclear war and presents the US government in a comedic, satirical light.

Certainly not although it's definitely influenced by Kubrick's classic. However, it's interesting that you would make the comparison, because I've often called this the Dr. Strangelove of the 90s.
Great film.
