I think it could be called the Demi mullet.

Douglas' hair IS short at the top while it's long at the back, so technically it's a mullet. It's just not as extreme as some mullet styles. Anyway, it looked awful.

I've noticed a lot of people mistakenly refer to thick or long hair as a mullet, which it isn't. When I think of a "mullet" I think of long hair in the back, but very short at the top (a look made famous by Billy Ray Cyrus).
Michael Douglas has very long hair in this movie, but it's not a mullet. As for it being 1994, the 80s look spilled into the early to mid 90s. Many movies from the early 90s feature actors with big, thick 80s hair.

Or Billy Rae Cyrus - gawd, it was bad - halfway down his back (and the acid wash jeans didn't help the look either). Fast forward to present day: bad coifs must run in the Cyrus DNA. Daughter Miley is equally inept at finding a hairstyle that is anywhere near attractive. Most of the time she looks like an unmade bed.

You seriously need to google "mullet" (thread starter). A mullet is short hair on top and hair nearly to the shoulder in back. Long hair in the back does not constitute a mullet. Think Kevin Bacon in Footloose or Michael J. Fox in Light of Day.
