We all know the lyric in "Santa Claus is coming to town". "he's making a list checking it twice". In THIS movie Scott just had the list mailed to him. Are we to assume that the elves made the list? Or was it the prior santa that made the list?

Presumably, the elfs take care of the list while the Santa settles in. Baby steps. Or something.
