I think it's a tough match.
Which of these movies is the more stupid one? Watch both, list the plotholes and stupidities that you notice, and then compare.
I honestly can't answer - I think both movies are so ridiculously stupid, and so ridiculously full of plot holes and illogical things, that it's a very touch choice.
Both of these movies also share the quality that for some reason (that I don't know), I just HAVE to watch them from time to time (no pun intended).
The phenomenon is similar to 'Under Siege 2' I know full well that the movie is stupid, lousy and incredibly dumb - but for some reason, I just have to watch it every now and then.
I guess there are lot of 'similar' movies - not plotwise, not in theme, etc. - but in this "stupid, ridiculous movie that you just have to keep re-watching every couple of years or so". Even the old Stallone movie called "Demolition Man" falls into this category.
What is it with these crappy movies that make the viewers want to expose themselves to the stupidity they represent?
Maybe they are just 'hypnotically stupid'? Perhaps it's the atmosphere? Maybe an interesting premise that, however botched, still provokes another view?
In any case, I can't count how many times I rolled eyes, groaned and facepalmed during my recent re-watching of "Broken Arrow" .. and yet, I know I will be wanting to watch it again before three years has passed.
After remembering how stupid Timecop was, I realized they have a lot in common - maybe not in any obvious and overt ways, but in some other way. They are both certainly ridiculous and don't live up to their potential. Both have lots of enormous plotholes and illogicalities. Both are unintentionally 'campy'.
Both are extremely predictable, too.

Here's the deal man, before I answer what film I prefer, I have to say I immensely disagree with you. Demolition Man is one of the best science fiction films of all time, I stand by that, that's a genius film. I'm not going to say 90s Van Damme or Seagal films are high art but looking back on them now, I really have a fondness for them because look how awful action films are now. Always back then they were rated R and usually had solid direction (no severe shaky can). I disagree with, these are not crappy movies, I enjoy some bad movies but Broken Arrow and Timecop are not two of these. Neither is Sudden Death, Cliffhanger, Out for Justice, etc.
You have to look at what these films areaction films so in that retrospect, for the genre, they are good films. If you respond, I'm curious what your favorite action films are? Like I said, these are not good films but these are great action flicks.
By the way, Timecop slides by with the win, I'm a sucker for sci-fi action sometimes.

They're both pretty bad but I enjoyed Timecop a lot more "Broken Arrow" was so far below the "John Woo standard" in the mid-90's.

I'm with you. I love
Under Siege 2
, the definition of a guilty pleasure movie. I just saw
Timecop
again recently and it was really like seeing it for the first time. It's derivative and very 90s, but at the same time fast-paced and entertaining and this is arguably Van Damme's best film performance. I loved
Broken Arrow
when I first saw it, but for some reason, I don't enjoy it as much now. Of the 3, I'd actually re-watch
Under Siege 2
over any of them.
