When Will gets bitten, he has at least one day where he oversleeps so the 'bite' can incubate, another night where he feels woozy at Alden's party, then maybe by the third night he's out howling at the moon and stalking deer in full werewolf mode.
Going by the time he bites Stewart at Stewart's apartment and Stewart's murder of Will's wife in wolf mode, it doesn't seem like enough time has passed for the bite to affect Stewart to that degree (plus wouldn't Stewart have overheard with his wolf's hearing the new contract that Will was cutting with Alden, and therefore not be surprised in the bathroom when Will shows it to him?).

Not to mention Stewart was younger and stronger already! Spader was great; nice look with the wolf eyes!

There's no incubation period like a normal disease.
The old doctor stated that any affected person starts changing until the next full moon (whether that is in 25 days or 4 days is apparently irrelevant). Thus both Steward and Will are going to become 100% wolves the same night.
That's also why Laura transformed that very same night.
