<p dir="auto">Disagree.  Ray Bones opened it.  The direct cut to Keitel in the movie is to note the passage of time and that Chili's movie idea is getting produced (not 'LoveJoy').<br />

<p dir="auto">The locker was opened but only by the character played by Harvey Keitel in the movie within the movie. Good question.</p>

<p dir="auto">We actually do see Bones opening the locker, remove the bag AND the DEA-agents move in on him..before the movie switches to Keitel and DeVito.<br />
So I'd say Bones opens the locker and goes down for it.</p>

<p dir="auto">I always assumed that Ray Bones (Dennis Farina) Opened the Locker and was arrested for it thus leaving Chili (Travolta) free to follow up on the film Project.<br />
That is why they cut from Farina approaching the Locker to Keitel opening the locker as part of the shooting of the In Universe Film.<br />
remember most if not all discussions of the in Universe film's plot cited actual events from their Universe, the faked death, the insurance pay out, the debt to the mob,  said mob tracking him across country etc</p>
