It's a believable plan to expect someone not to recognize the names and places pinned on a common bulletin board, especially when the person is constantly facing away from them.

He did not know the concentration ability of Kujan
Kujan, when running out of the police station, looked like he thought he could arrest Soze.

Also, what could Kujan have done even if he had caught him out? Verbal was under protection from 'on high' - whatever happened, once his documents had been processed, he was free to go.

Kujan was much too interested in hearing Verbal's story, he wasn't paying any attention to the board. He probably would've distracted him if he was.
