Uh isn't "Be all you can be" the Army's slogan (in the 1990's, at least)? Why is a Marine saying it?

True. A Marine would never say this in real life as a serious statement. There were several soldier vs Marine faux pas.

Well, "Let's go be looking for a few good men" or "Let's go be the few. The proud." aren't excatly great or even appropriate movie lines.

Tony Todd didn't say that, it was Greg Sporleder.

There is some talk, if you look at the goofs section of the movie, that the two Captains, played by Tony Todd and Gregory Sporleder, were US Army Rangers because they wore black berets. But I think it was poor script writing not knowing the difference between Army and Marines. Also the berets worn by the Captains did not have the flashes of the Ranger Regiment on them and Marine Recon have worn, unofficially, plain black berets like in the film.
