That's what I assumed. That whatever boy was hit whatever guard had to service him next. Although when they hit the other boys it was because they turned around to look. I don't think it was to make him comply.

Originally it was Brad Renfro's character. They were beating his friends to make him comply. However I can almost guarantee they all ended up getting assaulted that night And of course later.
