I think it was an inside joke for genre fans. Sid Haig (the actor who played the judge) was in a lot of movies with Pam Grier (Jackie) back in the day. My two cents.

You could certainly get that impression. I'm guessing Jackie was different compared to most of the defendants that came in for arraignment.
