When I joined IMDb in 2003, this movie's rating was 6.9 and remained that way for some time thereafter.
Then it started to slowly inch its way up until the current 7.7.

In Russia there is a similar site to IMDB called Kinopoisk and there Titanic is currently number 44 in top 250. And it's been in top 250 ever since the movie came out.
