I've always found that to be one of the most bizarre things I've seen in films. It literally goes past all sense of reality - why, for God's sake, would the mayor be worried about people judging him over evacuating the city while a massive creative of unknown origins tramples around, killing what I presume may be in the tens of thousands? And yet the mayor spends his entire screen time screaming about the fact that people will vote him out.
Doesn't this seem like kind of an emergency? The military has essentially taken over here and believes the monster is hiding in the subways or in buildings and/or more. Seems like a pretty legitimate reason to stay out. And if I were living in NYC while this was going on I sure as hell wouldn't want to get back in until there was proof the monster was dead, and the city was given the all clear?
Completely bizarre writing. The risks of letting people back into the city are enormous compared to having them hold off for an hour or two, right?

I guess he doesnt want to inconvenience anyone. He thinks that the people will be happier if the military takes care of it without it interrupting anyones life.
