Yes, I think Cartman has started to have sexual feelings, and is flattering Heidi so that he can be with her, or at least see more of her body. He's acting, but not as a long con.

I'm merely talking from Trey and Matt's perspective; anything that cruel has a humor component to it - even Scott Tenorman eating his parents was funny. I'm not sure what could be funny about Cartman doing that to Heidi.
