Sorry I am just now getting to this I haven't been visiting the boards lately. That is correct. Eezekiel is the leader. Luke has taken the children of Divinity Falls into his care. Luke is dead and as Eezekiel says, he has been for years. My guess for the reason Luke was written into the film is that ever COTC film has an adult of some kind in it. It's kind of like the whole idea is that the children are suppose to be able to take care of themselves without the adult population but there is always an adult popping up in all of the films. Granted they usually are killed off but they pop up none the less.
