Thats prolly right, the flanagan institute was zeon's newtype lab. So their mission was to simply survive since they were valuable assets to the zeon war effort.

I'm guessing that they are supposed to be Newtypes that were gonna be trained by Zeon to be pilots but the war ended and the adults died.
