There is a difference between what you're describing and what happens in the movie. The evidence they have against him is mostly circumstantial, which I wouldn't call "guitly as hell".
You can argue they were just doing their job, but their level of professionalism can be called into question in my oppinion, particularly Sergeant Opie's.
If I were Henry I wouldn't necessarily hate Victor forever, but I would certainly sever all ties with him. As for Sergeant Opie, I'd make sure he gets a more suitable job, e.g. picking peaches or changing tyres.
