Oz was a dentist. He duplicated Jimmy's dental work on the dead cop in order to fake Jimmy's death. They had to destroy the fingertips because fingertips can possibly (if unlikely) survive the fire. Of course nowadays they could check DNA, but it wasn't commonly used at the time this film was made.
