You are correct. If the 'Trump' episode had been aired it would be #400. It's 400 because it was the 400th episode filmed, not aired. And at the beginning of the Season they wanted Mariska to direct the 400th episode as well as have the episode be one which affected her deeply.

I wonder if they are counting the unaired episode in the episode count. If they had aired the Trump episode earlier this season when it was suppose to air then last nights episode would have been the 400th. I guess they wanted Mariska Hargitay to be the director of the 400th episode
