I have not watched every single bond movie, but the ones that I have always had a powerful song. I felt this song was so uncharacteristic of a bond theme and although I like Madonna, I agree this song is awful.

I have to disagree. I find it catchy, suited for the era, and the lyrics are fitting for what's going on in the film. It was a huge hit too, and actually makes many best 007 songs lists, depending on your age group.
There was already some "techno" influences that started with Tomorrow Never Dies(Love Moby's theme), so I think making the move to have the MAIN SONG done that way was awesome! I also love Oakenfold's Bond theme that was done for the film too!
