When Anne Cathcart asked him to leave with her, he said he had to stay by the phone. Why would you tell the enemy to stay by the phone when he is trying to bring someone across to set her up? Any fool could realize something is up when someone has to stay by the phone.

The point was to indicate to her that he was bringing someone over the wall. That way if she was the leak she would tell whoever she was selling information to.
