Well, Stallone also made 20 Million for Eye See You, a.k.a D-Tox, ever heard of that movie? It was made for 55 Million and had a very limited theatrical release, it was basically a straight to DVD movie.
You have to understand that the film industry is very screwed up nowadays, in fact many films are made to make tax write-offs and some multi millionaires use film making as a way to run around the IRS, most of these big budget films that don't see much light are usually made outside of any known studios, they're usually private projects.
