To everyone who replied with rad recommendations: you rock. So happy to see like minded filmgoers geeking out over amazing films together 🙂
My one recommendation, bit late to the party, would have to be Anno Hideaki's 'Love and Pop'. Shot in a crazy, brilliant experimental style and concerns a group of young high school girls who dip their toes into the world of teenage prostitution, much like Tsuda from Lily Chou-Chou. Explores a (then) contemporary concern from every angle and with some brilliant cinematic allegories.

Haven't found anything similar to Lily Chou-Chou but certainly check out the director's other films. I would recommend Swallowtail Butterfly and Hana and Alice.
The only film I've watched that topped this one was Sion Sono's Love Exposure.

Shinji Aoyama films are somewhat similar in an Art-house perspective.
Kim Ki Duk films, Samaria, 3-Iron, Spring Summer Fall Winter Spring, Time, and Bad Guy.
Taste of Tea by Katsuhito Ishii
Other films by Shunji Iwai such as Picnic and Love Letter.
All of Wong Kar Wai films.
Bright Future and Tokyo Sonata by Kiyoshi Kurosawa.
And you must watch the films of Lee Chang Dong, Secret Sunshine, Peppermint Candy and Oasis.

Almost any film by Kitano Takeshi.
Cure by Kurosawa Kiyoshi
None of these are really teenage focused to the extent of All About Lily Chou Chou. Nevertheless they all have the concept of escapism and all have the similar abstract and surreal style.

Just saw the closest thing to this film, made in America, called Afterschool. It's so similar in it's themes of children engulfed in the digital age, and the main character Robert plays the silent sufferer in such a similar way to Yuichi.
It's full of lingering beautiful shots akin to Elephant by Gus Van Sant but definitely invokes AALCC's silent despair, alienation and the modern youth's numbness to extremes.
Tomorrow is my birthday.
