Yes. He was close friends with both Perry and Dick, and they both requested that he be present at the execution.

He did.
That's something unfortunate about this movie - if focuses almost solely on Truman's relationship with Perry. And while in real life his interest in Perry was probably stronger, he did, in fact, interview BOTH killers at great length.
