Why the sheriff's residence held the prisoner in a jail cell IN the kitchen of his apartment? Is that weird or what. Perhaps it was not his main residence but really how bizarre.

This was often the case in small towns. The sheriff's residence and the jail were combined, and the sheriff's wife prepared meals for the prisoners.
