If there was, I don't think that a producer is obligated to give equal time to every monster in recorded history. Hitler's death toll and name recognition is certainly impressive enough to merit a cameo. Not only did he kill 6M Jews but total WW2 casualties were said to be 50M with a a majority of them civilian deaths be even counting them is difficult. You can also add to the civilian toll, millions of POW's who were starved in German custody.
